Bhavani (Raghuvaran) local goon has links with a college student JD (JD Chakravarthy) who is President of VAS college of Arts & Sciences. Bhavani uses this network to provide political (and criminal, as needed) muscle to the local politician Machiraju (Kota Srinivas Rao). No student dares to appose JD. Shivkumar (Nagarjuna) is a new student at college. He joins a small group of friends including Malli (Shubalekha Sudhakar) and Asha (Amala). JD insults Lecturers and troubles girls. He falls upon Shiva in a chance encounter and Shiva hits back. JD fetches Ganesh (bhavni person)to sort out Shiva, and, Malli and the other students, now encouraged by Shiva’s actions, implore Shiva to run for President at the next election. Shiva puts Naresh (Jagan) and when Ganesh talk to and Shiva says to stay away from college matters. When Ganesh attempts to use force, Shiva beats him back too. The matter comes before Bhavani and he says Shiva as a potential replacement for JD. In this process Naresh is killed and Shiva accepts the nomination for college elections. But when his friend malli also killed to comes to close the Goons. Asha expresses her love with Shiva. The friendship progresses and they eventually marry.How Shiva destroyu the root criminal nexus and goons is the rest of the movie.
